Abstract: | Galileo is the sovereign European global satellite navigation system (GNSS). The Galileo programme is now moving towards the launch of the In-Orbit Verification (IOV) satellites and contracts have been put in place to procure the first batch of Full Operational Capability (FOC) satellites in the lead up to service launch in ~2014. Europe is now planning the preoperational phase, the so called PRS Pilot, in which European Member States will work together to refine the PRS service definition and management. Galileo is being developed at a time in which the very success of GNSS services (notably GPS) is making them more attractive to disrupt or attack. This paper considers the role of the Galileo Public Regulated Service (PRS) in meeting the needs of users with enhanced security requirements and how the PRS may be used alongside GPS for critical security applications. The paper goes on to discuss dual mode PRS / GPS operations for users requiring enhanced security and the technical/security challenges related to dual mode operations. |
