GPS Capability Delivery Planning and Analysis

Abstract: Beginning in 2009, the Systems Engineering Division of the Global Positioning Systems Wing (GPSW/EN) developed and refined a novel visualization of the deployment of new operational GPS Capabilities over time. The results of this effort are two complementary products known as the GPS Capability Delivery Matrix (CDM) and Capability Delivery Schedule (CDS). Together, the CDM and CDS serve as the Wing’s top-level system integration plan by providing an intuitive link between the Wing’s day-to-day acquisition activities and the operational milestones that ultimately provide capabilities to the joint Warfighter and the global civil user community. The CDM/CDS framework has provided uniquely valuable insights, as attested by its rapid acceptance by both GPSW leadership and external stakeholders. To date, GPSW has used the CDM/CDS in several key external reviews to communicate the relationship between acquisition and operational milestones, and has received feedback that the artifacts represent a best practice for enterprise-level capability delivery planning and management. The CDM and CDS were formally institutionalized in early June 2010, when GPSW held its first-ever System Capability Review (SCR), a major event focused on assessing the Wing’s readiness to integrate and deploy the modernized systems needed to realize new operational capabilities.
