Development and Verification of Galileo Ground Mission Segment (GMS)

Abstract: The Galileo navigation system, under development by ESA, will provide six world-wide services, with high levels of real-time performance: availability, accuracy, continuity and integrity: Open Service (OS), providing basic global positioning and timing services. Safety-of-Life (SoL) Service, providing an integrity service with a time-to-alert limit of a few seconds, authenticated within the Open Service signals. Public Regulated Service (PRS), providing global positioning, timing and integrity services to which access will be controlled. Commercial Service (CS), providing in relation with Galileo Operating Companies (GOC SC): data dissemination services, which may be encrypted, and a navigation signal to which access may be controlled. Search and Rescue Service (SAR), which relays distress signals from Search and Rescue beacons, and disseminates responses to distress signals External Region Integrity Systems (ERIS), providing of integrity data generated by regional integrity system external to Galileo. The Galileo System consists of several segments: Space Segment, MEO constellation (27 operational satellites plus three spares) providing signals in frequency bands E5 (E5a & E5b), E6, and E1. Ground Control Segment (GCS) in charge of the control, management, and operation of the Galileo Constellation. Ground Mission Segment (GMS) which manages the six Galileo services and builds the content of the different signals broadcast by the Galileo satellites. This paper provides an overview of the GMS design and qualification, and a status of the on-going activity.
