Multi-Constellation Regional System Performance Enhancements due to Galileo and Modernized GPS

Abstract: The prospects of having available the modernized GPS, Galileo, and Satellite Based Augmented Systems (SBAS) foresee the creation of a GNSS multi-system. The European Space Agency (ESA) is currently investigating different possibilities for the evolution of European Geostationary Navigation Overlay Service (EGNOS). One of the possible evolutions is the augmentation not only of GPS L1, as it is done today with SBAS such as Wide Area Augmented System (WAAS) and the EGNOS, but also GPS L5 and Galileo L1 and E5. Additionally to this multi-frequency capability, the system would probably disseminate its data through different channels; for instance, SBAS Geostationary Satellites (GEO) L1 and L5/E5 channels, through internet services similar to EGNOS Signal-In-Space through the interNET (SISNET), and other means. The results present in this paper are separated in two parts: Part I: Availability performance enhancement introduced by use of Galileo and modernized GPS in the context of a regional multi-constellation satellite augmentation system when compared with the present situation of single constellation regional satellite augmentation systems, more in particular EGNOS. In this scenario, Galileo observables are actually not utilized at user level, but rather by the ground elements (i.e. Central Processing Facility, Reference Stations, etc...). Part II: Description of a test platform, presentation of preliminary results of the prototyped algorithms necessary for the provision of a GNSS multi-system for Liability Critical Service (LCS) that would also operate in urban environments. In this case, both GPS and Galileo observables are utilized at user and ground segment level.
