Abstract: Recently, Loran (Long Range Aids to Navigation) use is in downward tendency, with GPS (Global Positioning System) coming into being the primary replacement. U.S. has been conducting the Loran modernization project, eLoran (enhanced Loran), and England organized the research projects about GNSS backup system and development projects of eLoran by GLA. In Korea, there have been some researches on backup navigation infrastructure to the GNSS by governments and expectations for enhanced services and the promotion of the technical position in the world using the independent regional navigation system such as eLoran. Potential benefits of the eLoran hinge on the level of position accuracy realized. The HEA specifications are the required absolute positioning accuracy of 20 meters, 95 percents. To meet the HEA (Harbor Entrance and Approach) specifications, ASF (Additional Secondary Factor) are the most dominant element in the Loran total error budget and are used to adjust receiver TOA (Times of Arrival) to account for propagation over non-seawater paths. And some of the tests and evaluations are needed to determination whether Loran system can provide the accuracy, availability, integrity, and continuity to operate in Korea. This paper proposes an ASF correction method in a mountainous area using the predicted ASF from multiple eLoran monitor sites in Korea. The properties of the ASF variations in a mountainous area are investigated and the issues of the ASF correction are presented using multiple eLoran monitor sites. The validity of the proposed correction technique is evaluated on a software platform that is designed based on the Monteath’s algorithm.
