Official Voluntary Certification of GNSS Instruments and Observers for IACS On-the-spot Checks

Abstract: The area aid applications across the 25 EU member states cover almost 128 million hectares. According to EU regulations the area of agricultural fields must be checked against claims to ensure that farmers receive the right amount of subsidies. The checks are made with the use of remote sensing technology as well as with a great help of GNSS (Global Navigation Satellite Systems) systems. According to Commission Regulation (EC) No 796/2004 (last modification - 20 August 2007) “agricultural parcel areas shall be determined by any means proven to assure measurement of quality at least equivalent to that required by applicable technical standard, as drawn up at Community level”. The paper presents the validation scheme as well as the first preliminary certification test of MIO A701 GPS receiver to ensure the required level of accuracy and reliability for parcel area measurements for IACS (Integrated Administration and Control System) on-thespot checks. The proposed procedure and programme of training of observers/inspectors for certification of proficiency to confirm the minimum required professional skill is also discussed.
