Abstract: This paper describes the views of the different European actors involved in the Global Navigation Satellite Systems. The development of Galileo (The European GNSS) is generally considered as necessary although the views of the different parties differ depending on the role they play. Institutional and financial concerns are addressed. Other topics such as different required levels of services, and the role of augmentations are also presented.
