Abstract: | Europe has commenced the definition phase of Galileo, a global navigation satellite system under civil control. After preparatory activities in 1999 European Commission (EC) and the European Space Agency (ESA) have placed contracts that will report in time for a decision by the Council in December 2000. There are several cornerstones in the definition studies for the Galileo Programme; frequencies, signal structure and constellation have to be defined, as does a partnership between public and private sectors, that optimise the overall system. |
