Specifications to Obtain Category 1 Precision Approach Worldwide

Abstract: Accuracy availability is the result of the interaction of ranging errors, constellation, replenishment, management and satellite reliability. A number of constellations of 24 or more satellites can provide the accuracy availability required for CAT 1 worldwide given the proper ranging accuracy and constellation availability. The trade off is to find the most cost-effective way of obtaining these results. A number of 6 and 3 plane constellations have been identified that can provide the accuracy availability required for CAT 1 worldwide. They have been analyzed to determine the ranging accuracy and replenishment strategies needed. The most cost effective proved to be the 3 plane. In addition the transition costs to go from a 6 plane to a 3 plane constellation in performance was examined.
