Modernized User Equipment (MUE)

Abstract: The GPS system is undergoing a modernization effort to improve positioning, navigation, and timing (PNT) accuracy. The GPS JPO will upgrade the Space Segment, Control Segment, and User Segment in order to achieve these improvements to PNT. The MUE program is the upgrade program for the User Segment which is designed to translate satellite signals and navigation data into user position, velocity, and/or timing information. MUE is designed to give the customer improved PNT, anti-jam capability and information assurance. With MUE, users will be able to process the legacy Y-code, the new M-Code signal and C/A signals (YMCA) to generate PVT. M-Code will enable GPS Navigation Warfare (NAVWAR) operations and will greatly increase warfighter effectiveness. Modernized receivers will also implement new security requirements and a new cryptographic keying scheme. The MUE program is a development intended to prove the existence and viability of M-Code receiver technology on two existing form-factors, allowing platform program offices to leverage the new MUE industrial base to modernize their specific form-factors, in accordance with their specific modernization plans. The government objectives for the MUE program are: - Develop, fabricate and demonstrate two YMCA receiver cards with both MUE and legacy UE capabilities, based upon two legacy GRAM implementations, identified as the: - Aviation-based GRAM-S/M receiver card - Ground-based GB-GRAM-M SSI receiver card - Implement the modernized GPS user equipment security architecture, known as Protection of Navigation (PRONAV) - Verify the two developed YMCA receiver cards meet the MUE performance, security, environmental, and safety requirements as outlined in program requirements documentation - Develop both receiver card designs to ensure low recurring costs for future procurements and developments - Demonstrate GRAM-S/M functionality in a Line Replaceable Unit (LRU) - Develop, validate, and maintain government-controlled specifications, Interface Control Documents (ICDs) and Interface Specifications (ISs) for MUE receiver cards. - Develop and implement architectures that reduce the recurring cost required to produce future YMCA receiver cards - Establish processes and infrastructure for evaluation, compliance verification and security certification of YMCA receivers - Specify and acquire all form, fit and function data required to fully support this and future YMCA receiver development and production programs
