Producing the Galileo Services From the Ground Mission Segment (GMS)

Abstract: Open Service, Safety-of-Life Service, Commercial Service, Public Regulated Service, support to External Region Integrity Services, support to the international Search And Rescue satellite service services, … Galileo will offer a number of satellite-based services. The Galileo Ground Mission Segment (GMS) is the central key player for managing those services and for building the message content of the different signals broadcast by the Galileo satellites. The aim of this paper is to present this GMS role and to highlight the derived key features of the GMS architecture. First, a synthesis of the satellite-based services offered by Galileo is presented. In particular, the dissemination from the user point of view of the service messages in the different Galileo signal-in-space data channels is recalled. Then, the GMS role within Galileo system is identified and the GMS interfaces with the other major Galileo components are described so as to clarify the assigned tasks. A technical overview of the GMS is then provided with a presentation of the deployment at worldwide sites and of the GMS components installed at each site. With this background, this paper describes in subsequent sections how the service-messages are uplinked to Galileo satellites, in two steps: - Dissemination chain for the OS, SoL and PRS service messages produced by the GMS; - Dissemination chain for the service-data produced by external entities (SAR, CS and ERIS data). Then, a specific section addresses the GMS production of the Open Service (OS), Safety-of-Life (SoL) and Public Regulated Service (PRS) navigation and integrity messages. The operability of the GMS is also explained with a specific focus on the monitoring and control aspects. Last, the main safety dispositions implemented in the GMS and in the components (e.g. software development assurance level) are highlighted.
