Abstract: | Ever since the European Satellite Navigation programme Galileo was endorsed by the European Commission and the European Space Agency there is no other service of the five Galileo services which has caused more discussions and controversy than PRS. Officially declared as a governmental service which shall provide improved robustness against interference and greater continuity, until today European public authorities have been resisting to clarify the myth surrounding the definition and use of PRS. In December 2004 the EU Transport Council ratified PRS to be one of the 5 services the Galileo Concessionaire shall offer and therefore completed a key milestone for implementing PRS. Nevertheless many questions remain open as to what the service shall actually be, e.g. who will be authorised to use it and how the future concessionaire will derive revenues from such a service and many more. The aim of this paper is to clarify many of these questions from an industrial point of view and to analyse the potential benefits applications and users will have from PRS. The paper shall conclude in giving a future perspective of Galileo PRS and the necessary steps to ensure a successful implementation. |
