Intermediate Results of SCORE, a Project for a First Operational 112 Assistance Service Using EGNOS

Abstract: Europe offers Global Navigation Satellite Systems with EGNOS and in few years with GALILEO. In parallel, the European Commission has asked the telecom operators to provide the location of the emergency call to the public authorities (E112 directive). Within the next three years about 10 to 50% of mobile phone users in Western Europe are anticipated to dispose of a handset with highly accurate positioning features. This radically new scenario will bring new challenges in coordinating emergency services. SCORE, a European consortium coordinated by ALCATEL, investigates the technical use of Assisted- GPS technique improved with EGNOS/GALILEO for • positioning of emergency calls per mobile phones • location based dispatching of emergency services • positioning of individual emergency team European project partners in SCORE come from Austria, the Czech Republic, France, Italy, the Netherlands, Portugal and Spain. This competitive research and development project develops a service prototype and will validate its results end of 2005 in both a rural and urban field trial operated by SNBPC (Portuguese National Service for Civil Protection and Fire). The user scenario focuses on the highly accurate location of citizens calling from a mobile phone equipped with A-GPS improved by EGNOS. The SCORE project has started in February 2004. During the first phase of this project, extensive user feedback has been and business and market analysis have been carried out. It has enable to identify the key enablers to develop this area. Furthermore, the architecture of the SCORE solution has been defined based on hybridized terminals incorporating Inertial Sensors and an innovative GPS acquisition algorithm and a state-of-the-art location server enabling A-GPS improved by EGNOS. The paper reports about the analysis carry out within the SCORE project including standardization and legal status of E112, business analysis user requirements as well as technical solution tradeoffs and assessment of the system characteristics.
