The Military Approach To Electronic Chart Navigation

Abstract: For the past several years, the U.S. Navy and the National Imagery and Mapping Agency have been seeking to develop a comprehensive digital chart display navigation system to replace the paper chart on all Navy ships for the last several years. Their efforts have led to the drafting of a clear Navy policy and timetable for implementation of such a system. interaction with industry to ensure the availability of system hardware and software, and a substantial database of charts. The Navy policy envisages a system, titled ECDIS-N, which complies with the data content, functionality and display requirements of the International Maritime Organization (IMO) and the International Hydrographic Organization (IHO) in their standards for the civil sector Electronic Chart Display and Information System (ECDIS), but extends these standards to meet additional Navy requirements. However, ECDIS-N requires the use of NIMA's Vector Product Format data in order to ensure interoperability with other military vector products, rather than utilizing the IHO data transfer standard (S-57, Ed.3).
