Gaining Operational Approval for Use for GPS III in the National Airspace System

Abstract: "The GPS Joint Program Office (JPO) is currently evaluating the feasibility of providing certified aviation navigation services in the GPS III constellation for oceanic, en-route, terminal, departure, and arrival operations for military and civil users. Aviation operations currently require that the GPS Signal in Space (SIS) be augmented using space-based, aircraft-based, or ground-based systems. This paper identifies the applicable aviation Regulations, Advisory Circulars, and industry standards that will govern the approval process and the resultant requirements and criteria together with an approach that the GPS III program is using to achieve approval for use by military and civil aircraft in the U.S. National Airspace System. An approach is described to (a) identify the processes and artifacts to meet the requirements in the certification basis; and (b) ensure that the quality of the execution of these artifacts during development is sufficient for certification and approval by a competent certification authority for civil aviation."
