Implementing Civil Monitoring in Wake of the New Policy on GPS

Abstract: "The new policy on National Space-Based Position, Navigation, and Timing issued by the U.S. White House in December 2004 stated in part the U.S. commitment to ÒensureÉthe performance monitoring of U.S. civil spacebased positioning, navigation, and timing services Ó. While this solidifies the U.S. GovernmentÕs commitment to providing civil performance monitoring, it leaves unclear how best to implement this capability. This paper explores various options for implementing civil performance monitoring and presents recommended approaches. It deals with the questions: What are the objectives for monitoring? What are its benefits? How should monitoring be implemented? Who should take responsibility for implementing this capability? Who should fund civil performance monitoring? Who are the players that should care? How can civil monitoring be retrofitted onto an existing system? This paper solely reflects the views of the author, and do not represent the position of the US Government or Overlook Systems."
