Abstract: To assess the quality and availability of the satellite-based navigation service, an evaluation system that simulates realistic scenarios and provides important information of the system design is indispensable. However, users of satellite-based navigation techniques have no practical mean to perform rigorous assessment of the quality and the availability of such services quantitatively under realistic complex three-dimensional urban environments. In this research, a simulation system for evaluating the multipath error and signal propagation of navigation satellite in complex 3D urban environment for GPS multipath identification has been developed. Especially, 3D GIS spatial data was implemented to carry out realistic and accurate evaluation of satellite-based navigation environments. The system is largely embodied into five parts as follows: 1) Orbit estimation model, 2) Three-dimensional GIS model, 3) Signal propagation model, 4) Estimation of positioning accuracy model, 5) System for visualization, summarization & Evaluation. Each of these five parts performs systematic simulation of the target area in order to evaluate the availability of satellite-based navigation services. Particularly, the Signal Propagation Model enables accurate modeling of the signal propagation, and 3D ray-tracing method is the key tool for signal propagation modeling. The validation of the system showed that this system provided simulations that are in excellent agreement with actual received GPS signals despite the regions being complex metropolitan areas with a high building density.
