Abstract: | The development of new Japan Quasi-Zenith Satellite System (QZSS) allows enhanced GPS utilization in Japan. Not only in terms of improving existing services by providing better visibility, availability, and geometry, but also by introducing completely new services. This paper presents a proposal for the development of regional satellitebased RTK correction service in Japan. From here on called the QZ-RTK Differential Regional Service. Such a service will allow a user to have a "single point" RTK solution. The reference station and data link are transparent to the user. In standalone mode and single device which receives both GPS and QZSS signals the user is provide with uniform accuracy of 0.02- 0.05 meter over the entire region of Japan. The developed algorithm is proposed to form the QZ-RTK corrections, which are to be broadcast to the user. The RTK error budget contains atmospheric, orbital, and non-spatial errors. The proposed QZ-RTK corrections consist of atmospheric and orbital corrections. The mainstream corrections are artificially constructed to from an Artificial Reference Station (ARS). The ARS is different from the data from a real reference station in several ways. For example it can have data for a satellite which is not visible from at the receiver location. The QZSS corrections from two sub-steams after applying to the ARS data are intended to confine the overall errors within the limits which allow the user to implement conventional RTK approaches. The corrections then are uploaded to the QZ satellites through ground uplink system (GUS). The requirements for satellite downlink channel are presented. It is technically possible to implement QZ-RTK. The ARS concept carries low risk since it is an extension of the VRS concept. The correction data format is the largest technical challenge since it would need to be optimized for this application. The receiver design should be a relatively small change to the standard QZSS/GPS receiver. |
