Abstract: Since the launch of the first Global Positioning System satellite, the satellite navigation technologies have been widely spread, and the demand for higher accuracy and wider applicability has been continuously increasing. Recently, with the great demand for improved navigation environment, a lot of new navigation technology have been proposed and entered realization stage, for example, Galileo in Europe, Quasi-zenith Satellite System in Japan, or ground-based integration systems such as Pseudolite, and so on. However, especially in urban area, it is inevitable that these kind of satellite navigation systems fail to achieve the desired accuracy and availability, because of decrease of the number of visible satellites, bad distribution of the satellite constellation, or short delay multi-path. On the other side, especially for personal navigation services, which are expected as quite large market, stresses requirements on seamless and continuous positioning with higher reliability. In this study, we developed a simulation system, which can evaluate the quality of navigation result observed in any assumed navigation environments, and we named this simulation system LoQAS, Location Quality Assessment System. LoQAS consists of three packages, orbit estimation package, three-dimensional digital map package, and signal propagation model package. By combining these three packages, this simulation system can estimate the distribution and all PRN numbers of visible satellites observed by a receiver located at a certain position and a certain time. Particularly in urban area, LoQAS can be very useful simulation system, for example, a simulation tool to evaluate the installation effects of new navigation satellites, a design tool for the orbit parameter of new navigation satellites or the arrangement plan for Pseudolites, and so on.
