EGNOS/WAAS Interoperability Tests Using the ESTB and NSTB Test Beds

Abstract:	All the Satellite Based Augmentation Systems (SBASs) currently under development can operate as stand-alone, regional systems. Even so, there is an increasing interest in linking these SBASs to reduce costs while establishing a seamless worldwide navigation system. Previous investigations demonstrated the coverage and availability improvements due to cooperative efforts among regional subnetworks. A recent Interoperability Working Group (IWG) meeting proposed a joint international test plan with cooperation between the National Satellite Test Bed (NSTB)and the EGNOS System Test Bed (ESTB) to further evaluate scenarios for interoperation. The most promising scenarios, numbered according to the IWG standards, include: • 2.2 Combine information from different SBASs in the avionics only. • 2.4 Place reference stations within borders of neighboring SBASs. This investigation mainly consists of off-line static tests using real data from the EGNOS System and National Satellite test beds. Evaluations focus on complexity, performance, and practicality of the preferred IWG scenarios, 2.2 and 2.4. Integrity strategies for interoperation scenarios are justified. The optimal scenarios to maximize the service availability in the oceanic regions outside the nominal SBAS service volumes are identified and demonstrated. Test results suggest a very promising outlook of achievable performance with interoperation between the European Geostationary Navigation Overlay Service System (EGNOS) and the US Wide Area Augmentation System (WAAS). Possible improvements are also recommended for future interoperation.
