APrelude To Interoperability-Comments On The Lack Of Federal Radionavigation Plan Procedures For Assessing The Potential Of A Candidate System To Fit Into The Mix Of Domestic Radionavigation Systems

Edward L. McGann

Abstract: This paper presents a series of recommendations regarding the preparation of the Federal Radionavigation Plan (FRP) which are intended to expand and strengthen the assessment process addressing the acceptability of candidate radionavigation systems for a role (or roles) in the U.S. official mix of systems. The recommendations also strongly suggest mom opportunity for non-government involvement and a higher level political visibility for the organization responsible for preparing the FRP--a level which would more assertively represent the interests of the huge, growing and diverse community of radionavigation system users.
