GPS Performance: What is Normal?

Abstract: Proposed solutions to the GPS integrity issue in gen- eral focus on means of reliably determining when GPS deviates from some standard of performance acceptable to a given user group, and warning that group not to use the service. One of the key elements in the development of any reliable GPS integrity response system is au un- derstanding of how GPS “normally” performs. To sup- port this need, this paper examines the performance of the current Block II satellite constellation from a statisti- cal and time-ordered behavior perspective.* The paper begins with a general discussion which relates GPS accu- racy characteristics to the integrity problem. The time- ordered behavior of GPS position solution errors is then described. The paper then develops GPS rauge and posi- tion error statistical distribution characteristics. The results of the statistical and time-ordered behavior analy- ses are assessed in terms of their implications on the GPS integrity monitoring and response problem
