Polish National Maritime, Aviation and SAR Radionavigation Requirements for DGPS and Integrated DGPS/IMU Programmes

Abstract:	The paper begins with a brief review of current knowledge of integrated GPS (DGPS) and Inertial Measurement Unit (IMU) systems. This is related to a general description of needs for navigation aids supporting maritime, avionic and search and rescue (SAR) services in Poland, leading to the objective of Polish GPS/IMU programme. Following a discussion of the navigational difficulties of the approaches to the main Polish ports at Gdynia/Gdansk and SwinoujScielSzczecin, the potential impact of introducing a DGPS services is explored. It has been shown that such a service will significantly reduce the hazards to all-weather navigation. A similar discussion of current radio-navigation aids for aviation is given, including an explanation of political events resulting in the dismantling of some existing services. Emphasis is given to the urgency of rapidly improving the availability of radio-navigation services, concentrating whenever possible on common system for military and civilian coordinated use. The paper allows that using integrated DGPS0Il.J technique can achieve accuracy and reliability levels better than those currently available. The paper continues to conclude that DGPSiIMU techniques can also tXi1 many, if not most, landing aid requirements, and therefore have very important attractions when compared to the cost of establishing new ILS/MLS services. In the technical section of the paper, details are given of related DGPS and DGPS/IMU theoretical and practical research programmes directed by the Space Research Centre of the Polish Academy of Sciences in cooperation with the University of Braunschweig in Germany and in cooperation with the maritime and aviation research centres, in Poland. The paper ends with a careful summary of the conclusions reached so far, together with an outline of both the national and international issues which need to be resolved (in a Polish perspective) in order to enable Poland to crystalize future plans and their implementations.
