TOE Control for Northwest European Loran System (NELS)

Abstract: This paper reviews the two methods of Loran-C timing control, System Area Monitor (SAM) and Time of Emission (TOE). The review is followed by a description of TOE control as implemented in the French System that has been operational since 1985. This includes a description of the results of the French TOE method of synchronization. The paper continues with a description of the TOE implementation for the NELS system which requires control of four chains from a single control center. The paper describes the modifications to the French Control Algorithms, time transfer between chains, and round-trip control within a chain. The paper briefly describes the system realization in both hardware and software.
