Abstract: | The excellent performance of GPS demonstrates that many civil applications can be foreseen for the future, which were not in view of the designers of that system 30 years ago. Concerns exist, however, which are related to the military control of GPS and of GLONASS to develop and practice such applications. Even with the INMARSAT overlay the problems cannot be solved. Some views concerning the design of a future civil navigation satellite system GNSS are outlined. They take into account the importance of GPS, which requires GNSS to become GPS backwards compatibility. They are also related to design aspects concerning the problems of integrity and multipath on the one side, and the advances of the technologies on the other side. |
