Abstract: The paper begins by providing background on why the SPS Signal Specification was developed.* It continues with an overview of document objectives and structure. We then focus on several key topics of interest to receiver manufacturers and users. These topics include: . Specification of SPS ranging signal characteristics . Minimum usage conditions . Definition of SPS performance terms . Specification of SPS performance . Performance measurement methodologies We conclude the paper with a summary of SPS Signal Specification implications for the civil user community. We do not discuss actual system performance in this pa- per, but a good summary of current performance is pro- vided in Reference [ 11.
