Abstract: | The certification of the Wide Area Augmentation System (WAAS) will represent the culmination of a successful System Safety Program (SSP) supporting the development of this safety-critical system. The WAAS SSP incorporated domestically and internationally recognized standards for conducting a safety program leading to system certification, including MIL-STD- 882C, SAE ARP 4761, and RTCA DO-178B. Although the SSP and subsequent contractor’s System Safety Program Plan (SSPP) were developed to meet the program requirements in support of eventual program certification, there were many lessons learned along the way. The technical and non-technical challenges in certifying the system for integrity that occurred during the various development phases of the program could not be anticipated by standards-based planning. Although the standards and guidelines for conducting a safety program provided an essential framework, there are many other aspects of a successful safety program supporting certification of system integrity that were learned during the development of the WAAS that can and should be used in developing future Satellite- and Ground- Based Augmentation Systems (SBAS/GBAS) such as the Air Force initiated GPS III and IIF programs, the Federal Aviation Administration’s (FAA) Local Area Augmentation System (LAAS), future enhancements to the WAAS, Japan’s MTSAT Satellite-based Augmentation System (MSAS), and the European Geostationary Navigation Overlay Service (EGNOS). |
