Abstract:	I am pleased to have the opportunity to speak to you today about ICAO's perspective on the subj ect of Global Navigation Satellite Systems (GNSS). GNSS is a key element of CNS/ATM systems. The implementation of CNS/ATM has been the focus of ICAO work in this decade. My presentation today will outline ICAO's involvement in the planning and implementation process, with the emphasis on the legal aspects of the Systems.
