Abstract: | In its communication of February 10, 1999 the EC recommended the development, deployment and operation of Galileo as a European contribution to GNSS 2. As ESA will take the responsibility for the technical development and validation of the space and ground segment of Galileo, the Agency must define at an early stage of the devel-opment, which technical capabilities are to be included in Galileo. Galileo will have to be designed in a way which allows for the generation of “reve-nues streames”. Therefore it is an essential prerequisite to understand the market per-spectives and mechanisms under which Galileo will enter the competition with GPS, as these scenarios strongly influence the technology to be implemented into Galileo. To get an early idea about these market perspectives and mechanisms, ESA has signed a contract with a team of consultants. During this consultancy support the various potential applications of Galileo will be ana-lysed and categorised into adequate service levels. Furthermore additional requirements like liability and service guarantees and their effect on market penetration capabilities of Galileo will be analysed. The paper will present major findings of the consultancy activities and will provide an es-timation of the market perspectives for dif-ferent optional service scenarios of Galileo. |
