Towards a dual civil/military and secure effective approach of Global Radio-Navigation by Satellite Systems

Abstract: Given the actual and foreseen use of GNSS services, the threats that jeopardize such global systems are listed. On the other hand, the potential misuse of GNSS services is discussed. From this analysis, recommendations for an ef-fective dual use and management of GNSS are enunci-ated. Then the GPS modernization and GALILEO pro-posal are analyzed with regard to their duality capability.
