Abstract: | A set of specifications for satellite orbital positions were derived to maintain availability of CAT I for all users between 75° north and 75° south latitudes. These specifications were derived to maintain an overall availability of 0.999 for VDOP of less than 3.9. Methods of constellation management including scheduling maintenance down time and re-phasing were examined to improve the availability of VDOP for 1 and 2 satellites out. By combining planning and occasional re-phasing the un-availability can be reduced by about 50%. |
