Abstract: | The provision of air navigation services for civil aviation has to be seen in the total context of the new integrated communication, navigation, surveillance and air traffic management (CNS/ATM) systems developed by the Future Air Navigation System (FANS) Committee of the International Civil Aviation Organisation (ICAO). This system is now being implemented in accordance with global and regional plans. A “menu” of CNS system elements is provided for selection to best meet the needs of civil aviation Authorities and aircraft operators while still retaining international standardisation. The Asia/Pacific Region was early to recognise the tremendous benefits of the new CNS/ATM to provide high quality CNS/ATM services in the Region where it has always been difficult to provide such services by the current systems. Accordingly, the ICAO Asia/Pacific Air Navigation Planning and Implementation Regional Group established in 1992 a specialist Subgroup to plan for the implemetation of the new CNS/ATM in the Region. This Subgroup produced the Regional Plan in 1994 and has recently been reformed to co-ordinate the implementation of the new CNS/ATM in the Asia/Pacific Region. The overall plan shows the broad strategy and the involvement of the States in the Region. The Asia/Pacific Region has now been divided into eight areas (based on the major traffic flows) and the Subgroup is proceeding with the implementation planning in greater detail. In addition, the Subgroup is developing the strategy to facilitate the exchange of expertise, equipment, data, etc. to assist States in the timely implementation of the new CNS/ATM. |
