EGNOS Operational Test and Validation for Civil Aviation - User Requirements

Abstract:	As part of the implementation of satellite navigation in European airspace the European Tripartite Group (ETG) is currently developing the European Geostationary Naviga-tion Overlay Service (EGNOS). EGNOS is planned to reach operational status by the year 2002. Prior to that a large scale test and validation activity will be necessary to estab-lish that the system meets the technical and operational re-quirements. Within the ETG, the European Space Agency (ESA) is responsible for the development and technical validation of the system, whereas EUROCONTROL is re-sponsible for its operational validation for civil aviation. The European Community (EC) is responsible for the op-erational validation on behalf of multi-modal users. Within this scope, the System Research and Development Task Force of EUROCONTROL’s Satellite Navigation Ap-plications Group has initiated a project for the Operational Test and Validation of EGNOS (EOT&V) for civil aviation. The first phase of the project comprises the assessment of user requirements and the definition of appropriate valida-tion tools. The paper describes the EGNOS system and the programme time scales before going on to report on the first phase of the EOT&V project, namely the definition of user require-ments. Objectives of the entire EOT&V programme will be described. These will be based on requirements of the States who intend to offer operational services that include the use of EGNOS. The validation will be against consoli-dated operational requirements which will be described. The paper will establish a distinction between the technical veri-fication of the system and the operational test and validation by taking a close look at the EGNOS design life-cycle. Ex-amples of the necessary data analysis facilities such as EUROCONTROL’s SAPPHIRE and other appropriate tools are discussed.
