Abstract: | Satellite-based Positioning, Navigation and Timing (PNT) services provided by the Global Positioning System (GPS) are progressing in the fulfillment of their potential as a global utility. To complete its progression to a global utility however, GPS must evolve past its military origins to become a true dual-use capability. The purpose of this paper is to describe the paradigm we are using to aid this evolution, and to summarize key results in the formula- tion of requirements for a true global PNT utility. The pa- per is a synopsis of on-going efforts within the United States (US) Air Force Space Commands (AFSPC) Di- rectorate of Requirements (DR), in support of the Inter- Agency Forum for GPS Requirements (IFOR) process. |
