Evaluation of Broadcast Positioning System (BPS) Signals as a GNSS Alternative

Abstract: The increasing dependence on Global Navigation Satellite Systems (GNSS) has created critical vulnerabilities in modern Positioning, Navigation, and Timing (PNT) infrastructures. As interest grows in complementary and alternative PNT sources, this work evaluates the Broadcast Positioning System (BPS) as a potential GNSS alternative. BPS performance was assessed at 15 test locations, with a minimum of 20 minutes of data collected per site and compared directly against GNSS-derived solutions. Results show that BPS provides promising performance, achieving a ground-distance error of 3.38 meters and time stability better than seven nanoseconds across all averaging intervals (? ). These findings indicate that BPS can serve as a credible supplemental PNT source and contribute to improving overall PNT resiliency.
