GALILEAN Developing European GNSS Business and Markets by the Thematic Network Approach

Abstract: The most important event in the satellite navigation domain this year, has been the decision of the European Transport Council to launch the development phase of the European satellite navigation system Galileo. The challenge is now for the European Industry to strengthen its positions on this market to best utilize the market opportunities that existing and future GNSS systems will generate. Convinced of the importance of developing the GNSS downstream sector, the European Commission (EC) Directorate General Information Society (DG-INFSO) launched on July 2001 the GALILEAN (GALILEo Application Network) Thematic Network. The project aims to support the European satellite navigation industry of equipment and services by developing a Roadmap, proposing concrete measures to increase its participation in the GNSS application domain. The Roadmap document will be continuously updated and released every six months. In parallel to this activity, GALILEAN has initiated the implementation of several specific actions, thus putting into practice the strategy developed. In particular, the project has set-up and is currently operating a working group of experts to provide recommendations and proposals to the EC on Research and Technological Development (RTD) actions in GNSS related technologies, applications and services to be implemented under the 6th EU Framework Programme (2002-2006). It is also providing a concrete support to European Small and Medium Enterprises in the sector in contributing to the promotion of their capabilities and developments, in organizing and financing during the next Satellite and Positioning World Show, NAVSAT 2002 (November 12- 15, 2002) in Nice, France, a large exhibition and demonstration area called “Innovation Village”. In summary, under a Thematic Network approach, GALILEAN offers to public and private stakeholders to join their expertise and efforts to foster European satellite navigation equipment industry innovation and market ambition. This paper presents further in details the project objectives, its working structure and the status of the Roadmap development. It then introduces the working group currently on going and the Innovation Village initiative. This paper does not present the final results of these activities, still under progress, but invites any satellite navigation expert to become actor of tomorrow’s GNSS environment building in taking active part to GALILEAN activities, either in participating to its next working groups or in reviewing and commenting the Roadmap, publicly available in the weeks to come.
