EGNOS Operational Validation: A Status Update

Abstract: The EGNOS System, currently under development by the European Space Agency (ESA), is expected to be handed over to the EGNOS Operator in 2004. EUROCONTROL, as a part of its commitment to the European Tripartite Agreement with the Commission of the European Union and ESA, is responsible for the co-ordination of the operational validation of EGNOS for Civil Aviation. Operational validation implies various activities that will contribute to the approval of the provision of SBAS services in the airspace of the ECAC Member States. The EGNOS system performance will be verified against the system requirements in the EGNOS Assembly, Integration and Verification (AIV) activity under the responsibility of ESA. This will include taking measurements to verify that the system requirements are met throughout the EGNOS Service Volume. The work to be carried out by EUROCONTROL has the objective to undertake all necessary activities that will allow EGNOS to be used to support the civil aviation operations for which it is intended. Most of the validation activities are concentrated within a working group focussing on GNSS-1 Operational Validation (GOV) primarily composed of European Air Traffic Service Providers intending to offer navigation services based on EGNOS. Current GOV activities focus on gathering experience with the EGNOS System Testbed (ESTB) and the development of an operational concept for the use of EGNOS in Europe. This paper presents the progress on the development of tools for static and onboard data collection with the ESTB. Furthermore, results are shown of static ESTB data collection and first results are presented from flight trials performed over a wide area in Europe. The second part of the paper presents the first results of a study that has been recently started to develop an Operational Concept for EGNOS in Europe.
