Assessing Galileo OSNMA Under Different User Environments by Means of a Multi-Purpose Test Bench, Including a Software-defined GNSS Receiver

Abstract: In the last year the Galileo programme has been running an extensive testing activity of its Open Service Navigation Message Authentication (OSNMA) protocol in the signal-in-space, allowing the first-ever OSNMA-protected position fix to be successfully computed [1]. Galileo OSNMA is an authentication protocol that allows GNSS receivers to verify the authenticity of Galileo data transmitted within the E1 INAV navigation message, making sure that the data they receive are indeed from Galileo and have not been modified in any way. In this paper we present the test set-up and approach used to assess the performance of the OSNMA enabled receivers within the Testing and Demonstration Hub for EU GNSS at the Joint Research Centre (JRC) of the European Commission in Ispra, Italy. OSNMA testing was supported by the Space and Navigation Technologies Research Area of the LINKS Foundation, by means of their software GNSS receiver, NGene. In view of the forthcoming start of the public observation phase, this paper also presents some elements that are considered valuable for the GNSS community when assessing specific implementations of OSNMA, both in terms of compliance to the protocol and receiver performance. From now on, users should start getting familiar with OSNMA-related aspects and consider exploiting the authentication protocol as part of their Galileo OS processing. The methodology presented in this paper aims at supporting the implementation of the protocol and assessing the OSNMA-related performance in different environment conditions.
