GNSS Augmentation for the Southern Ring of the CIS - The Silk Route

Abstract: Booz·Allen & Hamilton Ltd. is leading a team performing a GNSS feasibility study funded under the European Commission's Technical Assistance to the Commonwealth of New Independent States (TACIS) programme. This study is part of a larger project entitled 'Southern Ring Air Routes Phase II' with the overall aim of assessing the benefits of key technological advancements in air traffic management for the Southern Ring region of the CIS. The nominated beneficiary countries for this project are Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgzstan, Moldova, Mongolia, Tajikistan, Turkmenistan and Uzbekistan. The aim of the work is to help the beneficiary countries make informed decisions regarding migration of their existing ground based infrastructure towards potentially less restrictive and more cost beneficial implementations using GNSS. A major aspect being investigated is whether the Southern Ring countries can benefit from the European SBAS project, EGNOS (European Geo-stationary Satellite Navigation Overlay Service). The results have led to the definition of three different options for the region, which use a combination of ABAS, SBAS and local area augmentation, or GBAS, architectures. The most significant impact to the analysis is the potential for additional benefits offered by future constellations such as Galileo. In this regard, the analysis will have to be revisited when detailed system definition and implementation schedules become available. This paper details the analysis undertaken so far, including the development of traffic projections, navigation requirements and candidate GNSS options. The paper further discusses methods that will used to ensure the selection of a robust option for the region.
