Implementation of SBAS Services for Enhanced Maritime Navigation

Abstract: The maritime domain has been using SBAS for several years and it is supported by GNSS receivers used in the recreational and professional sectors. SBAS services can be tailored to the maritime community needs and could complement the DGNSS services and may well provide additional capabilities (e.g. extended coverage). In this sense, based on the current European SBAS system, the European Commission (EC) and the European GNSS Agency (GSA), in collaboration with the ESSP, are analysing the possibility to implement in the medium term a new specific SBAS Maritime service fully compliant with the operational requirements of the IMO Resolution A.1046(27). In addition to the technical ongoing activities aimed to demonstrate and implement the enhanced performance provided by SBAS solutions, the definition of the regulatory and standardisation frameworks is key for the provision of this SBAS Service in the maritime and Inland Waterways domains. IALA recently approved the Guideline G1129 on The Retransmission of SBAS Corrections Using MF Radiobeacons and AIS, and will be providing additional guidance on the status and performance of GNSS augmentation systems, including SBAS. IEC (TC80) is expected to develop the Test Specifications for multisystem receivers, including tests for SBAS based on the Draft Guidelines for manufacturers for the implementation of SBAS in Shipborne Receivers (GSA/EC with ESA and ESSP). The European Maritime community is supporting this process through various fora as the EMRF (European RadioNavigation Forum) Service Provision Working Group, the IALA Committees, helping in the introduction of SBAS-based solutions from a regulatory, standardisation, technical and operational point of view. Moreover, several European Maritime Authorities (French Maritime Authorities and the German Federal Waterways and Shipping Administration (WSV)) are currently analysing and implementing different EGNOS based solutions to complement their DGPS networks. This paper aims at describing these SBAS current and future developments in the maritime and IWW domains.
