On Systematic Uncertainties in Coordinated Universal Time (UTC)

Abstract: Lewandowski, Matsakis, Panfilo, and Tavella published a series of papers computing the statistical (Type A), and systematic (Type B) uncertainties in UTC [1-2]. The formalism did not include a method for incorporating redundant links, but an outline for this was later published by Petit and Jiang [3]. This paper explores the consequences of the topological location of labs, and of using links with large uncertainties and labs with large weights on the systematic uncertainties of the UTC realizations of the labs, which are known as UTC(k). We present a possible way to address the effects of uncalibrated laboratories.
