Performance Analysis of Position Location Methods based on IS-801 Standard

Abstract: One of the methods to meet the positioning requirement for E-911 is to include GPS receiver in the mobile cellular phone. Lately, several position location solutions for E- 911, so called network aided or server aided GPS are being developed and proposed. The standard for this is TIA/EIA/IS-801 by Telecommunications Industry Association (TIA) announced in October 1999. This standard defines the formats to transmit and receive the GPS and communication data between the mobile station and the base station. This doesn’t define which positioning method should be used and how they should be implemented on the mobile communication network. There would be many different positioning methods and implementations satisfying the IS-801. The subject of this paper is to investigate the positioning performance of the positioning method implemented in CDMA networks while satisfying the IS-801. The IS-801 defines the message content, known as PDDM(position determination data message), between the mobile station(MS) and the base station(BS) for determining position of the mobile station. Depending on which data are used and how they are processed, there could be various positioning methods like stand-alone GPS method, stand-alone forward link trilateration method using CDMA pilot tone, network assisted GPS, software GPS method, hybrid GPS and AFLT(advanced forward link trilateration) method using one or two GPS satellites data of mobile station and one or two pilot signals from base stations. In this paper, various position location methods that can be implemented in CDMA network via IS-801 are invested and compared by simulations and field experiments. Their positioning performances are analyzed to see whether they can meet the position accuracy requirement defined in E-911 Phase II.
