Toward a New Definition of a PNT Trust Level in a Challenged Multi Frequency / Multi-Constellation Environment

Abstract: The paper presents a new definition of PNT trust level considering local errors have a greatest impact onto the final position solution than satellite failure for land applications. To this end, a methodology aiming at optimally weighting receiver measurements is presented. Two implementations are presented, one based on weighted least squares, the other one based on Kalman filtering. Simulation results show the new confidence level in the PVT solution is smaller than the usual xPL. Some missed integrities, whose occurrence number is comparable to what can be obtained with classic RAIM, still affect the computed protection levels due to underestimation of errors impact onto receiver measurements.
