Abstract: | The Polish language programmes of the British Broadcasting Corporation (BBC) were continuously jammed from the time of the imposition of martial law in Poland in December 1981 until New Years Day 1987 [1]. The Polish language programmes of ·voice of America and some other stations have also suffered from jamming. There has been some reluctance by those who perform the jamming to admit doing so, though Soviet block governments have justified jamming as a form of national defence from hostile interference. They further cite a League of Nations document which states that countries will cease broadcasting "any transmission likely to incite the population of any country to act incompatibly with the internal order or security" of that country. It matters little whether we think western broadcasts will have such an effect, nor indeed whether we think jamming is a justifiable reaction. What is more important is to note that: (a) There exists considerable jamming expertise in Eastern Europe, and- (b} The political leaders there have shown their willingness to "defend themselves" also with deliberate jamming of radio signals. |
