Use of Navigation Dual Technologies in Russia

Abstract: The end of the cold war brought about the significant reduction of the research carried out by the USA and Russia at the expense of the Defence Ministry funds. The change of the military and political situation, what is actual disappearance of the risk of the beginning of a third World War, resulted also in the change of the requirements for the navigation support of marine, air and land vehicles. The principal condition, causing the success in the market and with the customer of a navigation system, is now not the accuracy, serviceable life, safety, but the price and safety at the acceptable accuracy. Resides, the reduction of the sales volume of the navigation facilities for the Defence Ministry required from the manufacturers to search for new application areas of both the navigation systems themselves and their components: gyros, acceleraters, pick-offs, torquers, etc. This process is usually called the conversion of miIitarv nroduction. With that, our point of view is that it is the preservation of accumulated high technologies and expansion of their applications beyond the limits of conventional areas is the conversion. Though, let us note that there were attempts in Russia to fullv reorient the production to the new products which were not technologically associated with the previous ones. All the attempts were failure, with the loss of the investedmoney, because the new products, as to their price indicators, turned out to be incompetitive in the market. On the basis of the above stated, the presented paper is aimed at the following: - to verify the concept of “dual technologies” with reference to the navigation technologies; - to determine the possible application areas of the “dual technologies”; - to discuss the experience of practical activities of the Joint Stock (JS) Perm instrurtwnt engineering company in using the “navigation dual technologies”.
