The Future of Information Services

Abstract:	The paper addresses the Future of Information Services: it will suggest methods to provide such services, which complement the developing infrastructure to provide satellite-based navigation and positioning systems and services. The paper proposes the establishment of a world-wide network of Global Information Hubs (GIHs) to acquire, disseminate and distribute information related to Satellite based Navigation and Positioning Systems including GNSS. The interlinked Global Information Hubs would provide common information in an accurate, reliable and timely way. They would be maintained and operated in a cost- effective manner. The Global concept has become attainable with the far-reaching developments in Information Technology. The proposed GIHs would be established as primary centres of information excellence; where necessary they would be augmented by secondary regional centres to meet local needs which are becoming mandatory at national and/or international level. The GIHs would incorporate existing information services, particularly the US Navigation Information Service (NIS) and the Russian Intergovernmental Navigation Information Centre (INK) into a common Network with standard characteristics. This will require changes to be made to the present situation. Information services were established several years ago and the determination of information service requirements and characteristics were based on the US Global Positioning System (GPS) and to a lesser extent the Russian Global Navigation System (GLONASS). Today local and regional augmentations are proposed to the core systems and expanding information requirements are emerging. It is now necessary to re-organise the structure of information services, review their operational basis and make them more accessible to all civil users.
