Improving GPS for Aviation Navigation: GPS Operational Requirements Document (ORD) Aviation Annex

Abstract: Major The lengthy process to provide military and civil users improved capabilities from GPS to support aviation navigation starts with the requirements process. Air Force Space Command/DRN is responsible for documenting and coordinating the validation of GPS requirements. The GPS ORD currently has iaTBDsll for GPS-related aviation requirements. The draft GPS ORD Aviation Annex fills in those ihTBDsln and adds additional requirements to benefit aviators and other GPS users. This paper summarizes the requirements process, both military and civil, and the difference between THRESHOLD and OBJECTIVE requirements. Then the current draft requirements are discussed. Included are the standard International Civil Aviation Organization (ICAO) Global Navigation Satellite System (GNSS) Standards and Recommended Practices (SARPS) Required Navigation Performance (RNP) parameters of availability, accuracy, continuity and integrity. Additional proposals to improve the GPS are also briefly described. These include the following: •GPS Navigation Signal Integrity Monitoring: System improvements to eliminate signal coverage gaps are addressed to include near real-time error condition detection. •GPS Navigation Signal Integrity: User notification of error conditions for aviation. •Notification of Planned Outages: Include planned GPS outages in the navigation signal to allow user equipment to determine availability and continuity for the planned flight without time-consuming user input of that information. •GPS Navigation Signal Recording: Allow the recording of all SPS and PPS signals, in part to aid in accident investigations. Finally, this paper provides a status update on the draft GPS ORD Aviation Annex and civil coordination efforts.
