Abstract:	GALILEO should be developed with the following Characteristics: - it would be independent from the US GPS, but complementary to it, and interoperable with it. - it would be open to other partners to participate. In particular, there could be major advantages for Europe from Russia involvement, if this can be established on a satisfactory basis.
