Abstract: | The John A Volpe National Transportation Systems Center in cooperation with the Air Force Flight Standards Agency (AFFSA) developed a GPS Notices to Airmen (NOTAMS) System which meets the requiremems of military users for nonprecision approach. As part of the design effort, the Volpe Center analyzed the satellite constellation to determine the abiity of GPS to provide timely warning to users when the system should not be used for navigation. Ahhough GPS satellites have significant fail safe capabilities, the inability of the Master Control Station (MCS) to continuously monitor satellite performance led to development of Receiver Autonomous Integrity Monitoring (JWM) solutions. While RAIM is an outstanding contribution to integrity and can meet the FAA specified warning time of 30 seconds for en route navigation and 10 seconds during approach and lading, RAIM sohrtions do not provide forewarning of scheduled events or the expected duration of unforecast outages. The RAM algorithm has been implemented in a DoD sponsored GPS NOTAMs Generator. Installation and initial testing of equipment began in February 1995 with implementation on May 17,1995 (DoD users) and in November 1995 (civil users). Users of the Notices to Airmen System will be provided fully processed notices based on AFFSA requirements for accuracy, availability, integrity, and reliability. The goal is to implement a notification system which provides a minimum of 24 hours advance warning for scheduled events and can rapidly communicate the impact and duration of unforecast outages. |
