Abstract: Many of you recall the military axiom that goes something like this: As an element of strategy, communications devour all other elements. In that connection, the word communications is used in the full military sense, including the movement of military forces and supplies as well as the transmission of messages. That time-tested axiom underscores the importance of navigational proficiency in this atomic age.
